The adjunct appointment process for an outside committee member is the same as a normal adjunct appoinment for teaching/etc. and thus quite burdensome, e.g., the outside committee member must pay to have his/her own transcripts sent to Clemson for review.  This process needs to be streamlined for outside committee members.

Mike's interpretation of the policy is correct.  What is the problem with making adjunct appointments?

Under Advisory Committee it says " Persons not employed by the University may serve on the advisory committee; if they serve as one of the statutory members of the committee, they must be appointed to adjunct faculty status." This is taken to mean that if the outside member is to be one of the minimum (4 for PhD), s/he must be an adjunct faculty.
